Final Draft: Newburyport Charter Commission's Mission Statement/Preamble
The intention of this charter is to promote effective governance in elected officials & appointed boards, commissions, committees, & departments for the City of Newburyport. It was developed in order to achieve open & transparent operation of our City’s departments, boards, councils, commissions, committees, & legislative & executive functions. It provides abundant opportunities for public participation & encourages true accountability to the citizens from whom the government is granted its power. It provides for flexibility, endorses effective management in governmental functions & continuous evaluation & improvement of those services. It promotes professionalism & creativity in our governance structures.
